According to research done so far Fatih Madrasa education in the opening year (1470) is considered the beginning of the Istanbul University. Until Fatih Kulliye is established temporary teaching is done in madrassas converted from churches and monasteries attempted to establish a library. Fatih library has dedicated some books from both their library. At the opening of the Fatih Mosque, first library was established in four madrasas. After a while the books in these libraries are combined in a library with built in Fatih Mosque and Hagia Sophia located in Zeyrek madrasah. The opening of the faculty of the University of Istanbul Fatih Mosque is considered to be the start we can accept this as the first to collection the Istanbul University.

After the proclamation of the Tanzimat, launched in the context of the modernization of education, to regulate the education and training business, established in March 1845, the report by the Ministry of Education of the Provisional Council, has been proposed the establishment of a Darülfünun in Istanbul. In April 1846 it was ordered the establishment of Darülfünun by Sultan Abdülmecid. But in September 8, 1865 the Hoca Paşa mansion fire completely burned and thus the first Darülfünun library has been destroyed.

1869 Maarif-i Umumiye Regulations came into force. Provisions regarding the establishment of libraries in this regulation have also taken place. Darülfünun-i Osmani opened in February 1870 was closed again in 1873.

After the declaration of the Republic on 3 March 1924 issued by Education Law of Unity of all schools, madrasas, libraries are attached to the Ministry of Education. Medresse-t-ul Kuzat (Female School) was transferred to Darülfünun to be used as library building.

April 1, 1923 date, and Law No. 493 Darulfunun’s administrative and scientific autonomy is recognized. At that time Ismail Hakki Baltacıoğlu was appointed to the President’s Office of the Dean of Arts of Darülfünun. Baltacıoğlu wanted to create a common Darülfünun library by gathering books from all madrasas in Kadi School building. and reference books left collection it was decided to gather together collections in madrasahs.

Abdulhamid’s works in the library in Yıldız Palace was decided by 1 June 1924 and the works were transferred to Darulfunun. The transfer of Yıldız Palace Library to the Library of Darülfünun has provided the museum value with introduction of the many manuscripts that are of value to the existing collection. Preparations ending in November 30, 1924 the public library was opened.

In May 31, 1933, Istanbul Darülfünun’n the abolition of the Ministry of Education has been approved by the Parliament a draft law on the. Istanbul university has been established.

In 1934 with Istanbul University’s inclusion to “Printing text and pictures compilation Law” iand from this date onwards Istanbul University Library, instead of being just a University Library has also won the National Library nature.

Moved to the building in 1981 where currently in use the library and began to serve. Our library managed to add one another century old collections, languages and writings is the oldest and largest university library today. In 1982, with the Higher Education Act 2547 coming into force under the name Istanbul University Library and Documentation Department Istanbul University began working with institutes and research centers, libraries faculties.

The Central Library building located at Beyazıt Campus of İstanbul University will be rebuilt to serve its users under better conditions.



The Central Library will be temporarily closed from 18 June 2018 for pre-moving work. Electronic resource services * and Barrier-free Information Center services will continue to provide service.



Users of İU’s Central Library will be able to benefit from the Beyazıt State Library with the same collection and quality as the İU’s Central Library’s for the print resources.



İstanbul University’s Rare Books Library and Faculty Libraries will continue to provide services.

     THE POLICY OF INSTITUTIONAL ARCHIVE WITH AN OPEN ACCESS


POLICY TITLE:

Open access for the academic studies carried out in İstanbul University (İÜ)  institutional archiving, long-term compilation, digital protection and digital access. 


LEGAL BASIS:

This policy text has been prepared based on Higher Education Open Access and Institutional Archive Policy and on articles 4 / c and 12 / c  of Higher Education Law No. 2547.


CONTEXT:

Another important event of the New Age, which began with the conquest of İstanbul by Sultan Mehmet the Conqueror in 1453  has been the founding of İstanbul University and laying  its foundations envisioning  the future.  İstanbul University is proud to be one of the top ten universities in Europe. During the past centuries,  İstanbul University  has made a myriad of changes ahead of its time already; the only one of features of it is its being the pioneer in the scientific field.  Our university adopts the basic aim of education and research at a high level in the fields of science and technology and has decided to establishing an open access mechanism and an open access institutional archive which can reach the widest 

possible masses of academic studies belonging to its members.


POLICY PURPOSES:

1. Establishment of an open access system in accordance with the International Open Archives Initiative Standards, 2. Providing long-term compilation and preservation of the academic work of   İU, 3. Expanding the visibility of the academic works produced by the members of the İU by increasing the visibility to all users, 4. Establishment and listing of scientific studies taken in assignment and promotion and other institutional evaluations in accordance with international standards, 5. Establishment of İU Open Access Strategy and establishment of İU Open Access institutional Archive.


SCOPE:

According to the first article of policy objectives; this policy encompasses all academic work carried out by İU Members, directly or indirectly supported by the İU. The work carried out by the members of the İÜ outside the İÜ can also be kept in this archive if requested. According to the second article of policy objectives; with the development of an open access online platform that İU members can   reach  in different formats and in various media; scientific articles, papers, project reports, course materials, theses and music notes, maps, and digital rare works in İU collections can be accessed in İU Institutional Academic Open Access Archive, and these resources will be presented to all stakeholders with a high considerationof the copyright issues.


PRINCIPLES:

İU Members hereby, accept the following conditions for long-term compilation and protection of their academic work:

 İU Library works with İU Members who store their academic work in  İU Open Access institutional Archive for proper publication as open access.

 İU Library coordinates the compilation and long-term preservation of all academic work in  İU Institutional Academic Open Access Archive with secure storage.

 İU Library coordinates the appropriate forms and conditions of open access to rare works. The following processes are followed to support the highest level of access to the approved academic work publications of  İU members in academic journals:

* Storing: Each İU Personnel stores a digital copy of the article approved by the İU Review Committee for publication in an academic journal, not later than the publication date, at the İU’s Open Access İnstitutional Archive.

* Open Access / Selectively Delayed Open Access: The author is encouraged to arrange the settings of the open access software used in the storage process for the urgent opening of his work to the public with the option of  "Open Access" Given the author's agreements with publishers and personal archiving options, access to work material will be applied in two areas:

* Open to the Public

* Open Access at the end of the embargo

* Licensing: Every İU member makes his intellectual contribution to the public at the İU Open Access İnstitutional Archive open storage in accordance with open distribution and protection principles. In order for this policy to be implemented effectively, the following conditions must be observed;

* The Rectorate will be responsible for the implementation of this policy and will assume the executive role in resolving disputes that may arise when necessary and in making any changes in the policy.

* The Rectorate will undertake the establishment of this institution by leading the establishment of the Open Access Corporate Archives Advisory Board. İU Institutional Academic Open Access Advisory Board: Rector or the Vice Rector to be appointed, Senate Representative (1), Science Representative (1), Health Sciences Representative (1), Educational Sciences Representative (1), Social Science Representative (1) It consists of the Head of the Documentation Department, the Representative of the Quality Coordinator, the Representative of the Publication Commission, the Computer Center Head and an Expert Librarian.

* The Open Access Advisory Board shall be obliged to carry out the evaluation of this policy every year within the first three years following the entry of this policy  into force and every three years following  these three years. The Board will be responsible for reviewing or modifying the policy if deemed necessary. Suggestions and opinions will be presented to the Rector's Office.

* If the suggestions and opinions are considered appropriate, it will come into effect following  the decision of the senate.
